Bravenet - extensive clipart, midi and tutorials sections - all free to use!

The Big Box of Art - One of several Art Software Programs by Hemera Technologies- contain .jpg .bmp, .gif, raster illustrations, vector clip art, photo fonts and more that can be used in multiple applications for web presentation. If you do a lot of webwork, having a program like this will save you hours of hunting things down that you can legally use on the internet.

Print Shop by Broderbund - one of a multitude of their graphics programs containing free usage imagery, including the ClipArt series of add ons.

ClipArt.com - limited access to royalty free graphics, site requires membership fee. If you're building a lot of websites, this is certainly an option as you can do what you want with the imagery. Site also contains an extensive Font, Midi, webart, and tutorials area.

Also - if you already have a graphics program like Paint, or Fireworks, or Jasc Paint Shop Pro, or Painter (to name a few), you can easily download some of the DingBat or Image Fonts and make your own icons!
